The strictures

vars checks that all variables you use are either Perl's globals (@INC), fully-qualified globals ($Foo::bar), predeclared globals (with use vars or our()), or declared private (with my()).
refs prevents you using a string as a reference (soft references).

subs prevents you from using bareword subroutine calls:

# sub surprise; would make this okay $var = surprise; sub surprise { "not seen" };

Like 'vars' because global variables are dangerous: any piece of your code can access and change their values, possibly by accident. 'vars' prevents accidental use of globals.
